I have a 2004 Subaru Legacy Outback and recently the standard beams of both my headlights stopped working but my high beams still work. The bulbs and fuses are still good. Has this happened to anyone before?

im assuming that you have 4 headlights....2 high beams and 2 low beams.......i would check for power and ground at the headlights sockets but going off what your telling me it sounds like a switch problem.....

I would seriously grab another bulb and plug it in before really chasing your tail on wire gremlins. It could be a bad bulb to begin with or a relay problem.
