I keep hearing that its not then I hear it is does anyone really know whats going on? If its open I wanna go down there on the next run!!!

I don't think its open yet. I drove by last summer and it looked open, but I think it was just a work party. This was the latest news I could find:

It is not open, and won't be for a while.And there is no way that we could do any of the regular trails anyway.like seriously...... I just had a chat with a guy that is highly involved in the restructuring and trail building going on there, and he is confident iit will open again in the near future.(like a year or so , maybe.but it IS Gov we are talkin about))
