Steering wheel shimmy at 68 mph

Its an 03 outback 94k miles, shimmies around 68 mph and goes away around 75, So i had a shop check it out, they put a steering rack, and power steering pump as it had metal flakes in it, and inner tie rods on it. Then they aligned it. They said they got it up to 80 no shimmy. I get it back go up to 68 and it still shimmies while cruising. Not under heavy accel, probably why the shop didn't catch it. Ive had my tires balanced twice, still there, tried anther set off wheels, and still shimmies. So what else am i looking at to get this fixed?

control arm bushings maybe, or maybe a strut/strut top bushing

 

Could be an axle also, if one is toast, I have seen one do funky stuff on my old GL.

If you lightly apply the brakes does it change?

 

You may have a warped rotor since it doesn't seem to be wheel/tire related.

 

If the rotors are in good shape have a shop true them for you, it shouldn't take much off to fix. If they are not in good shape or seem to be extremely warped have them replace or you can do it yourself, it really isn't hard if you're handy.

New rotors around 6 months ago, with new pads, they where the napa higher dollar ones. So dont think thats the issue as there is no more shimmy when applying breaks. Had a different shop do a shake down on front end and did not find anything? Thanks for the ideas

They checked the front, how about the rear?

 

Auto trans? Anything different if you put the FWD fuse in?

Does it change if you downshift into 3rd?

They did not check anything in the rear, but it seems to only do it in high gear at light throttle just cruising, also if wheel is turned the least bit to the left of right it stops, just at center it shimmies. What should be checked in the rear?

ball joiint? wheel bearings? Both can be subtle asymptomatic.
