I have a 2000 Outback with the EJ251 single cams. Are the cam seals installed close to flush with the face of the housing like the crank seal and RMS or deeper into the housing?

Factory cam seals on a '00 will be Viton (brown) and should never require replacement. Leave them be.

Thanks GD that was quick.

i glue them in when i assemble the two head halfs i make shure they are in the same place they were before. I like to glue them as have seen many leaks from the uper head plate were it joins the head by the seal.
