It runs all the time if the battery is connected.   Fuse was burned when I got it, so it didn't work thru that circuit.  I put a fuse in it and its running continuously.  Car had alternator overcharge so I'm thinking it probably melted the bat. and switched power together on one of the relays.  Replaced alternator, fusible link, combination switch, and other electrical odds and ends.  Had no issues for months until I discovered the fuse.

 

So I'm looking way up under the dash, above the fuse block, for the fan relays???  Or am I on the wrong track??  Thanks.

Look under the dash for a pair of I believe it is green connectors with only two connections. If they are plugged into each other disconnect them. They put the ECU into a diagnostic mode and the fan runs all the time to allert you of that.

also, one fan runs any time the ac is on

or is supposed to.

The fans are controlled by several relays depending on several factors.

Check all of the relays in the under hood fuse box.

The fans will run continuously if the engine temp sensor is unplugged or has an open circuit.

Thanks for all the replies.  I found the main fan relay at the top of the fuse block and swapped it out and that took care of it for now.  

What miles said, the failsafe mode for the coolant temp sensor dieing is for the computer to turn the fans on full. Is the check engine light on?

On the lower front frame rails is two ground wires for fans one ps side one ds side if broken fans will not turn off jsut fixed that one on 98 outback was driving me crazy but broken ground wire
