I have a '91 Loyale with a 3spd auto tranny.  Kickdown on the tranny is real unpredictable.  Is it controlled by vacuum?  How do I fix it?

Yes, it is vacuum controlled.

There should be a hard line running up over the top of the bellhousing. Trace it and make sure it's getting a clean vacuum signal.

If the Vacuum lines are good, you might consider this Idea:

 

Sometimes valve body and internals gets sticky by dirt, gum and varnish from age and old oils, so I Fixed similar issues on my Wife's car by Pouring a can of Seafoam "TransTune" and running it for a While... then Flushed almost all ATF oil out, removed the Transmission's oil pan and cleansed everything I could inside, then poured fresh High Mileage ATF + half pint of Lucas ATF additive.

The 3at has an electric solenoid to control full throttle kick down and a vacuum and governor controlled part throttle kick down. If is a part throttle issue clean and smooth up the parts in the governor, change the fluid and check the vacuum modulator for correct function.
