I just purchased my second Suby.It has a check engine light on and when I went to pull the code the scanner could not communicate with the scanner,What's the best way to address this issue,should I wire a new plug on it?I really don't know what to do I never had one that didn't work.what would you do?

Did the scanner power up or did it just do nothing.  A common cause is a blown fuse.

Pull the panel down and make sure all the pins are pushed into the connector all the way. Have seen mention here several times of pins being backed out of the plug, and that would certainly cause the scanner to not communicate.

OBD II is 96 and up, some 95s may have had it.

Test the scanner on another car to confirm it's working. Has that scanner actually been used on your other Subaru? There were some inexpensive scanners that wouldn't communicate with the ISO protocol.
