Try to open that round thing that is attached to the wiper motor and clean contacts.

Not aware of any 'how to' fix thread on here - but they shouldn't be that hard to pull apart & fix + there’s few things you can do to help :

 

Firstly - What model is your car ? - As not all Subaru's came with intermittent wipers ...

 

Secondly - Re-soldering the board should help as they do tend to 'dry out' over time, just check with a multi meter for correct ratings etc. + check for burnt out components as well ...

 

Thirdly - You can clean-up & regrease the wiper mechanism / motor to make sure its running smoothly ...

There is a intermediate wiper relay so i would try replacing that first.
