How does one change a fuel filter (not the one under the hood) in a 87 subi 3door?

If it's a spfi, the filter is under the hood..

oh man. You're right! :D  I bet i look really dumb. lol

 I changed that one a few months ago, after i put seafoam in the gas tank. Recently, my car started to randomly gasp, as if it were having problems getting fuel; more so, after I rev up the RPMs
