The fans on my impreza are constantly running, even when key is on and car is not running. When it is running the temp stays right iin the middle.

 

I checked the green plugs under the dash and they are not plugged in.

interesting, I don't think they both are controlled by a single relay that could be stuck.

 

maybe the CTS is bad telling the ECU the car is always hot?

If the AC button is On or front defrost is on and blower fan control is on, the fans will run with key On engine Off. ECU thinks the AC is on, so it commands the radiator fans to run.

I put the control on floor heat

My apologies. I thought I had selector on floor, but I didn't, it was on mix. The fans shut off when I went to only heat, no defrost.

Yes. Whenever the A/C is running the fans will be on.

And defrost is badically the same as ac?

a/c dries the air so it defogs the inside of a window better.
