new owner of 96 Legacy 2.5 oil leak from top of valve cover where PCV hoses connect?

I just bought a 96 Outback 2.5 and on top of the valve covers on the driver side where the oil filter neck bolts up that plate is leaking oil bad.  Is there a gasket or o-ring under there and what's it called?  I've googled and can't find anything.

That same plate on top of the passenger side valve cover is leaking too, is it just an o-ring there?
