1990 legacy electrical gremlins

I recently encountered some strange electrical gremlins with my 1990 legacy.
I lost all power to my instrument cluster and heat controls. The automatic seat belts will not retract. (door chime works when door is open and key is in)

transmission will not shift out of first gear. reverse works fine.

all fuses appear good. i appear to have power at all places in both fuse blocks that should be getting power.

This car drove fine for about 30 miles. at the first destination it was used to attempt to jump start another vehicle. just as i was about to depart this location i realized the lack of most electrical components.

I feel like there is probably a bad ground or relay somewhere that i am overlooking.

I have a wiring schematic i have been looking at and cannot seem to locate anything in common with these components.

i have put about 100 miles on this car since doing a timing belt. maybe i forgot to something?

any assistance is appreciated.
