my engine light is on and it runs perfectly fine but the light is on. how do you read it or make the light flash to tell you whats wrong?

Pop the trunk and read the flashing LED under the trunk shelf on the ECU. 
 Slow blinks are 10 and fast blinks are 1. 
2 slow and 3 fast = code 23. 

2 slow and 3 fast and 3 slow and 4 fast is two codes: 23, and 34.  

Count them all until you the cycle repeats back the first number you read. 

is the CEL on all the time or only sometimes? Does it ever go off?

After you finish the repairs, you can clear the codes and the light will go off until another problem is detected by the computer.

it was* on all the time because I had both green and black plugs both connected together. that's most likely my issue I haven't driven it yet and will reset the codes then drive it more.
