2001 outback spinning front wheels?

Well I'm kind of at a loss of why it doesn't work right to me I just swapped the entire rear housing over from another transmission that had a bad front diff and While on Jack stands and the emergency brake set the all wheel drive will engage and overcome the emergency brake and spin the rear wheels spinning Fast too but if it's on the ground the front wheels just break free and spin the rear wheels just seem to follow along I'm confused and lost

and yet at the same time it seems to be working more than it was because if i back the car into a snow bank in the driveway then go forward the rears do spin a bit but the front definetly gets way more power than the rear

Check the rear diff and make sure the half shafts are fully seated.

I had more than one Subaru where the half shaft uncoupled from the rear diff, but was only about a 1/4" out.

Felt like the clutch was slipping in the manual trans.

well you were right there about an axle. i never noticed it until today while i was under there starting the process of swapping the diff because i thought i had an open diff and i noticed the axle not seated fully got it re set in place and found out i already have a lsd rear diff. guess ill find out if awd is fixed tomarrow

That’s smoking awesome!  It sure will fix it!  That has to be your issue.  

Many older rear VLSD rears function like an open diff with age.

well the rear end was alot more alive than its felt in a long time i do believe it is working now and not just kind of working like before
