Looking at buying this '98 Legacy OB.

I 'think' there was a headlight assembly / housing (not the bulbs) change in the '97-'99 years? 

Please look at this and tell me what you think. There is something amiss as the side-marker / turn signals don't line up.

Looks like they might be aftermarket headlights.  There are variations between various years.
