urgent help needed, wheel bearing related

ok so I'm re-doing my back brakes on my RX (88), and I get to the drivers side, and the axle stub is moving (like up, down, all around). Is this my wheel bearings being bad? do I re-pack or am I going to have to get new ones? There was also grease all over the hub/rotor so I think the seal is bad

so umm you guys know that ring that goes around the stub (which BTW I thought was part of the axle but is if fact NOT) lets say that loosens up when you take the hub/rotor off, and lets the stub wiggle, causing one to think the wheel bearings are bad. but when one pushes the ring (a collar I'm guessing?) it tightens everything right up. I think that just happened :(
