I got an 11 and a 13 when my disty was out, but I never got a 12. I don't have my chilton's handy, but it did have a list of all the codes.

assuming 88 or later MPFI, the USRM ECU guide says it's the 'Starter Switch or Circuit'

Is this code there with the engine running?

On my '85 that was the code you got when the engine was running. (letting you know that the car is ON)

ok when i drove it around the block I got a blinking ECU Light on the dash

if you have the green connectors connected, the CEL will be off for a little while, then blink if there are no codes. Just disconnect them and go on your way :)
