On my 2000 Outback, when the cabin heater is set to FEET, there is not much air flow, and the flow there is blows right on top of your right foot. This leaves your left foot and the left side of the driver pretty cool. Has anyone else noticed this, and do you have any suggestions? Temperatures in this part of Canada often in minus 30 C (minus 20 F)

I have noticed on several cars I have that the heat won't change while the fan is on.

 

If you turn off the fan will it change?

Check the air mixing door, the vaccume motors ... could be a dor that needs adjustment, could just be a poor design. You Do close the dash vents when the heat is on? The outer vents are independent of the air direction selector and will keep you from getting all the heat to the floor.
