What is "The TSB" and where can I find it?

TSB=Technical Service Bulletin

There are lots of TSBs, for different makes/models/years/problems. Even assuming we're talking about a Subaru, and a new generation one at that, you'll still need to be a bit more specific.

You can also get a lot of TSB's at techinfo.subaru.com and going to 'reference publications' at the menu at the top of the screen and selecting your vehicle year and model. Unfortunately it's not free as I initially thought it was.
