on my 95 legacy L wagon ,the wipes + rear wiper stays on even with the key shut off ? the lights + fan go off , but the add on cd player also stays on ? i guess make sure the wipers are shut off when turning off the car

It sounds like the power to the wipers has been tied to a hot wire instead of the ignition switch, along with the stereo.

i do see a wire coming from under the dash and though the firewall , why would some one do this ?

either there was a short on the original wire or the fuse blew and they saw this as the remedy.

does the radio run off the same circuit There is no point.

as far as mine ,i am not sure if the radio runs off the same or not, nothing is broken around the wiper switch ,well aleast on the outside ,

I would check the wiring for the aftermarket radio first. It sounds like your 12volt memory (always on) and your 12volt switched wires are connected. And then spliced into the wiper wiring. Just a guess from seeing some messed up installs this sounds like a hack-and-tape nightmare. Best of luck.
