I've been looking for some 13s myself for rallycross. I wish I had known I would need them when TireRack was closing out their Kumho rally tires for $25 each.

The offroaders are everywhere (seemingly) with bad street ability- I have four with a strange name quite nobby and studded, over 25 inch as they appear to be retreads.The kumhos left at tire rack, given thier rating, could be an option and it would help top end a bit, and even low end for some..again it should give 25 inch range, softer than a bigger rim, but that does help offroad a bit having tall sidewalls that can take it.If searching for over 115mph speed rating, 13s have to go.. they do not exist.

But you might do a google search for Silverstone tires and the S-505 is available in a 13" size. Tabor Rally Team sells them in the Portland area if they are still available.
