Brake Pad Shims Available separately?

The shop that replaced the front pads on my 95 Leg OBW left off the pad shims - the ones for anti-squeal, etc. Are these normally included with a set of new OEM pads? (Which he said he used.)

 

Can I purchase just the shims, without pads? Is the dealer my only source for the shims?

Pads that I have bought from Subaru usually comes with them, most after markets pads dont. I dont use them anymore I just put the pads on a good rotor and apply light coating of high temp. brake grease to rear of pad.

Yes, I have bought several oem pad sets and they always include a few layers of shims and new caliper bracket clips. I think a lot of places don't bother with the shims, just using a good antisqueal grease instead of gluing together the two layers of shims.
