Checking Engine Codes

When checking the engine codes, does the unit normally continue flashing the same code repeatedly? As stated in another post, the car seems to give me code 14, but it continuously flashes this code at least for the minute and a half that I watched it.

 

Is it normal for it to continue with the same code?
