Our 2004 Outback has had a busted fog light for years which we never fixed because the dealer quoted us some outrageous price to fix.

 

I recently had to replace the tail light on my Pathfinder and realized that it's really kinda easy....

 

So I can find the part locally for a decent price....now... is it easy to replace (assuming I can get under there.....but I'm short LOL)

you can't get much easier than those. 2 10mm bolts attach the bracket to the bumper. then plug it in. i have one as well and need the exact same head light too.

do they pop out the front or do I need to get behind the bumper?

they come out from the front, just go look at them and you'll see how easy it is. if you can seal and stamp and envelope you can do this. it's really that simple.
