I bought a new oil pump a few years ago and decided to use it to eliminate or find a problem I am having. So I get it out of the box of new stuff and find that it has no seals/ o-rings on the outside. I figured if it was new it should have come with new seals what gives?

No - they never come with the seal. That's a seperate part.

..I must of got lucky..not long ago I purchased a new oil pump thru Rockauto/Bec/arnley..came with all the seals etc..even included a spare seal for behind the sproket..
