I have a strange issue with my 98 outback running lights. They stay on all the time need to pull the fuse even with key off. I looked on all data at work for a location but there is none give for a relay only shows lighting module I assume its a relay that failed in the on position but need to find it to verify.

Have you checked the switch on top of the steering column in front of the dashboard?
