did the front brakes pads/ rotors on my 99 forester , found to be no shims ,

The top and bottom shims should be there for sure. Someone may have pulled them if the pads were tight. They should have filed the pads instead.

I am thinking the shims are an anti brake squeal device.

The pads we get at work never come with shims. You don't need them.

well i replaced the shims, and bolts came in a kit, kelp the old shims and bolts, thanks
