random unplugged wires?

Last night I was looking under the steering wheel of my dads car for a diagnostic port because his check engine light would come on for a few minutes then shut off. I then got side tracked because I found two sets of male/female connections that were un plugged. One pair was green and the other black. Ill try to post pics later, i m on my phone right now. Any way, I plugged the green connections together and there was no change in idle or anything that I could tell, then I plugged the black connections together and still no change except the chech engine light started blinking intermitently. Any ideas why these wires were unplugged? I unplugged them again till I could kinda figure out what they were. Thanks guys for all your help, I really appreciate it.

IIR atleast the green ones are diagnostic ones and should be unplugged for daily driving.

Ok cool, the black connectors are right beside the green ones. Again sorry about not posting a pic yet, I know its hard to understand what I'm talking about without it.

Those are both diagnostic connectors and should remain unplugged. Green is for D-Check mode and Black is for Read Memory mode.
