My horn and wiper fluid pump systems are not working properly. The horn and pump do work when I jump then direct to the battery. I figure it may be their relays. I can't seem to find them, anyone know specifically where they are? Or know of a source that has a diagram of the locations of all the relays and fuses would be awesome. Thanks.

I suspect you have a bad connection, corrosion causing a voltage drop.

 

Pretty common.

 

PS there are no relays that I know of for the pump and I don't think the horn has one either.

 

Check the voltage under load or with the TESLite Leads to determine if you have good system voltage at the connector.

I have a fairly new battery and the terminals are fine. I also have one of those books on repairs which says there is a relay for horn, but it doesn't say where it is. The wiring diagram for the wiper fluid pump system says it goes through a relay as well, but again doesn't say where it is.

I have checked the main fuse and relay box, but they are not in there. I have checked all the fuses I can find and they are fine. There are some relays deep under the dash, but they don't seem to be labeled.

In the 97 there is a horn relay but it is wired through the front accessory cicruit. (fuse12 20A).

 

Check continuity on the other fuses or just swap out to make sure they are good.

The horn relay is under the driver's side dash to the far left. The wiper fluid pump is probably setup to a fuse, not a relay.
