best way to drain fuel tank

Just a flanged bolt. probably 12/14mm.

Can I use the fuel lines under the hood to drain fuel tank on Subaru outback 2006 I know I’ll have to find the relay and put something across it to keep pump going

Can always use a siphon pump or a drill operated pump.

Hit the junk yard and get the car side of the fuel pump plug and a foot or so of wire.  That way, you can hook the pump right up to a battery.   Since it's a saddle tank, it will not pump out the driver's side of the tank.  Only way to get that side is to pull the sending unit and siphon the gas out.
