Hello i have a 1992 Loyale recently replaced the power steering pump, and my steering still sucks anyone know why? 

Most likely the proportioning valve in the steering rack has gone out. You can try jacking up the vehicle and turning the steering wheel lock to lock several times to make sure all of the air is out. If that doesn't do it, it's rack time.

did you bleed all the air out of the system? Need to turn full lock to full lock a number of times with the cap off and the engine running.

 

Is it hard to steer all the time, or just for parts of the turn?

Only sometimes... Like when I'm at a standstill or going slow. And which cap? Pwr steering?

Yes, the power steering reservoir cap.

 

The symptoms I suggest happen all the time regardless of speed, although you may not feel it as much once moving, but will definitely be noticeable.
