Where on the car did you get the VIN from?

 

There are multiple places where VINs are stamped, and there are small stickers on most of the removeable body panels (hood, trunk, doors).

 

Does the VIN on the dash match the VIN on the sticker under the hood? Match the sticker in the door jamb?

+1 a '00 cluster shouldnt physically fit in a '99. A '99 would have the old school rollover odometer, a '00 would have an lcd

 

Dunno if it makes a difference, a 99 has a phase 2 4eat trans, and may have a different layout electrically than a 95-98 cluster.

this vin is differENT THAN THE ONE YOU POSTED UP TOP.

BUT LET'S ASSUME THIS MOST RECENT VIN IS ACCURATE.

 

YOU HAVE A 99 SUBaru.

the 95 - 97 cluster will not work.

you need a 99 cluster.

a working 99 cluster.

 

of course there is the possibility the 99 L cluster is different than the 99 outback.
