Have an idle problem with 89 GL ea82. Just put new tps in and didn't solve the problem. It's revving up to 3000 when I engage the clutch, and also when I'm just coasting it goes up to 3000rpm. It's not overheating, heads seem good no leaking. I'm thinking clean throttle body and maybe adjust the throttle position isle voltage? Any suggestions? Start by Checking for Vacuum Leaks / any unmetered air source.

 

Spraying Carb Cleaner around the intake will help by find idle speed variations.

Check the water temp selinioid, sounds like that may be giving false reading making it run as if it were cold, good luck
