Check engine light not illuminating

Took my subie in for smog check and didn't pass bc it has two codes and the CEL isn't illuminating.

 

I just got the car as a gift. PO didn't fix the problem. Not sure what he did.

 

I have replaced all the bulbs and the battery is the only one illuminating.

 

If you guys can help me out I would really appreciate it.

This is for a 1997 subaru outback

When you first turn the key to on position without starting, do the cel and break, and other lights on the dash come on for a moment

The brake light doesn't turn on when e-brake is on. The only light that is on with key on engine off is the battery light.

You pulled the dash console (speedo/Tach) and replaced those bulbs, correct? And all the plugs on the back are plugged in?

 

 

If so, I don't know why they wouldn't work, but you may want to find another console to @ least test it. Any  '95-'98 Legacy shouls work, but you may want to stick w/the '96-'98 OB or GT models for best compatibility w/the 2.5 engine and such.

battery light is in a special circuit I think so, I'd be looking for a bad ground or some fuse(s) bad. I wouldn't rule-out something odd with the illumination module.
