I don't think this nut is supposed to be here - and there are only 4-5 threads for the 1.5" long nut (so we can get a wrench on it). Maybe there was supposed to be just a lock washer - or nothing? Couldn't figure out why after loosening the pair of nuts that should let the idler pulley move (via it's mounting bracket ) it wouldn't budge?

That is not correct.   The long nut should have a washer, that is all.
