Can't keep idle down on 84 GL 1.8 with Hitachi

I set it about 800RPM but no matter what most of the time it ends up stuck at 1200? What's sticking and how can I fix it? This car needs hardly any warm up, engine runs beautifully except for that.

Check the choke thermo spring, shaft, high idle cam. Maybe sticky or broken?

Iirc, all of that stuff is on the side where the throttle cable connects to it.  Passenger side.

Download how to keep your Subaru alive (can be downloaded as a pdf from suberdaves site) and read the section on idle tuning. It's a great reference, very easy to follow. That's how I tuned mine. In my case, I had a similar problem, it would idle at 1200 rpm and got to 2500 on cold starts.

Turns out the throttle cable was too tight. By slacking it off a little I was then able to adjust the idle speed screw to get it perfect.
