New OEM Subaru exhaust doughnut gasket installed on wire brushed exhaust - and it still leaks

Our daily driver 2006 Tribeca - Wire brushed the exhaust where the doughnut gasket seals, installed a new Subaru doughnut and it still leaks. 

What are my options?

Would it be foolish to ask whether you have all that unpleasant spring-loaded hardware in place?

Good question.  All new OEM parts installed. 

Lots of times the old donut will leave section in the rear pipe.  I've had to chisel them out.

Wow - that works?!  That’s amazing if it does.  Easy and inexpensive enough to try!

I’ll check that rear again. Chiseled out and wire brushed both but the rear was harder to see from the angle I was working and most of the chiseling was up front so maybe I missed some 

The shoulder of the spring bolt should be up against the flange.  The spring hold tension on the connection.
