Another thing , the car will turn over without the clutch being applied, does this have a clutch switch? 

She fired and is idling ! Ran a tank through the lines but just ran it to a bucket and finally got lightly tinted gas. 

No switch on the clutch. It’s old school dangerous. 
 

My first guess would be float level. 

Could have had slightly clogged jet and now clearing out some. Always best to soak the body and blow out jets. And the sight glass on the left side will show the float level if the glass isn’t fogged out. You’ve probably adjusted a similar float before. Easy but patience required at times. 

I actually took carb off re cleaned jets and after I put her back she fired and sounds pretty good , 

lucky you managed to salvage your lines, i had to run new lines from the tank itself on mine since either something inside was blocking it that required more than 120psi, or it rusted inside the metal line itself and was blocking fuel.
