I have a good driver but it has piston slap. Belt apparently broke. Do I bother putting rebuilt heads on it since it has slap? 

What's the mileage?

Piston slap is not a huge problem.  Does it go away when up to temp?

I'm sure GD has more info for you.

Piston slap can be fixed with the heads off with new pistons or if you have a shop that will knurl the pistons for you.  With heads off, unscrew the piston pin access hole, pop the pins out and the pistons come up through the bore where the heads were.

What larry said.  I wouldn't worry about normal piston slap. And I'd wonder if it was reasonably maintained, and how much oil it was consuming.

2nd owner, very well maintained. 

It goes away 90% but pretty quiet warmed up..

I'm having no luck finding heads without getting borked. Where's a good place for valves, seats, guides? 

www.car-part.com is worth a shot for heads.

Are you asking about replacing heads because the belt broke?

If so, just have a machine shop replace the bent valves. The heads are fine.

Ask your local Subaru service department where they get their machine shop work done. The ones I know mostly avoid machine shop work entirely but they still always have a job or 5 they need something done for by a machine shop.

I found heads. Everything for me has to be online. Any machine shop, parts yard, etc is 150+ miles away.
