I'm getting a HG job on my 00 OBW. Where should I purchase new HG's and maybe a clutch kit?

Get the HG's from a Subaru dealer who sells parts online; there are many such dealers. Though I see your location says international so that may be more difficult. Get the new multilayer steel type, not 'new old stock'.

You need OE headaskets. Buy them from anyone else and you may get old stock or worse.
