What makes the sub-fan come on?

I was under the impression it would come on with the main fan, when the A/C was turned on.  But this appears to not be the case.

 

So what conditions enable the sub-fan?

You didn't say what kind of car.  Turbo and non-turbo have different fan systems.

Right... 98 Legacy GT. 

Some of them also have a 'map' as to which fans are on and when, and it has a few variables. Example:

I... am an idiot.  I could have sworn I checked the 20A fuse under the hood for the subfan, but apparently I did not.  Looked at it today, and it was blown.  Replaced, and the subfan comes on again.
