Power steering noise, need help diagnosing

I have a 95 Impreza L wagon with a power steering whine. Fluid level is normal. The noise seems to be related to engine speed. At idle the noise is unnoticeable but above 1.5k or so the whine is pretty substantial. Any ideas on what I should start looking at?

look for air in the PS fluid tank. Suction hose, it's clamps, or its adapter on the pump might be leaking air.
