185/80R13 will be your tallest available tire for stock wheels.

 

to go larger, you will need to get some 14" or 15" puegeot 505 wheels, or find some rare Subaru 14" wheels...

 

or you can drill some chevy wheels...

People have run 27s on nonlifted soobs, but it required severe fender trimming and bashing. You could probably get away with a 25 or 26 inch tire with a little bit of trimming.

Can the 185/80R13's fit without a lift on a stock 1984 Brat?

Yes. I had 185-80-13 on my 84 Brat and never had any rubbing issues.
