You can IF: the spring is not tapered and/or otherwise not going to index into it's mounting by cutting it down.

 

I have heated a spring in the past to good effect (with a torch, heating only one coil).

 

Is lowering a real good idea? I know my stock height Legacy Sport sedan is quite low enough for me (and doesn't drag, I'm sure it would 2" lower).

You could go with a coilover setup. Most of the ones for Subaru's are universal, but its probably not the best way to go.

 

And I wouldn't heat the springs, it will effecively make them loose their spring rates, thus riding like crap

no, you don't want to be cutting coils. Seconding Whiteline control springs.
