I currently have zovak hpw401s and they are 185/70/r13 on my Loyale. I want to get some general grabber AT2s which are 27 x 8.5R14. my wheels measure 14 inches across. I have seen other people with thus same wheel/ tire combination i am just not sure if my wheels are the same size.

The answer is No. You can not put safely a 14" tire on a 13" rim.

 

The Rims you have are 13" so, you'll need to find another rims in 4X140 Lug Pattern, that have 14" in order to use those Tires; such like Peugeot Rims; or you can find 14" rims with the 6X139 lug pattern, and Redrill your Hubs to six lugs; using the procedure stated at the USRM.

 

There are other options as well, but those two are the most easy / common.

I forgot to mention, that the extra inch you see on your measuring tape,

 

is for the Tire's lip to seat & seal, but you must read the Tire:

 

it states that is 13"

Yes the 13" is the base of the seat, not the top edge of the lip that keeps the tire from popping off the rim.
