I am looking at an 08 OB with history unknown.

Will try and use vin with soa to determine if they can pull history on recalls, TB work etc if dealer performed but would like to be aware of any accidents.

OBD reader showed N/A for nearly all systems. WTF?

I dunno, if a jump start and test drive went OK, offer them a price reduced by the cost of a battery and maybe alternator?

nah, he had reset the cel no systems ready and others that should be reading came up as N/A

bald tires

TPMS dash light on (tires inflated)

engine compartment had been washed and lots of rusted areas within the engine bay

Yeah Jim , as a suggestion , maybe more so in better times , taking a nice trek out west could find you in a true solid car. And not some east coast detailed ride hiding the ugly truth. 
 

Of course you could do what I’ve done as well as many others and just have one shipped. I’m sure you’d rather have your eyes over it first but some of our wonderful board members have helped me this way going back many years now.
