Hey, that's a real piece of our automotive history. The Goliath/Lloyd H-4 was the model Subaru used when they went for horizontally opposed engines, not the Volkswagen as some think! Good luck with it--hope you can get it reasonably restored some day.

So, whose is the vacuum?

Yes it is--5 or 6 bucks a tube as I remember.

For the oil pump I would stick with what's recommended--Permatex Ultra Grey or an anaerobic sealant (is that the $20 red stuff?)

A very satisfying fix! Suggestions (from somewhat faded memory): Get the bulbs from Radio Shack--much cheaper than dealer. And disconnect the cable from the bottom--much easier than trying to un-attach from the top. Good luck & have fun.

It's Permatex Ultra Grey, not 3M. And it is not anaerobic but it is what most people seem to use on the separator plate. Good luck.

Sounds like a good plan, just be aware that the '97 EJ22 is an interference engine. We used a kit from The Import Experts--belt, idlers and water pump--on my son's '92 Legacy. Everything appeared to be good quality and it saved significant coin. But some things "must be" OEM: water pump gasket, thermostat, cam & crank seals, oil pump o-ring, cam o-rings (left front & right rear.) It's worth the little bit more cost. I think the owner is trying to put one over on you. The very first Outback (1995) was little more than a Legacy Wagon with two-tone paint. You're right about the engines.
