1993 Legacy - Rear sway bar questions - doesn't appear the car has a rear sway bar?

Possibly, I'm not even sure where to mount it up though.

Hit the local junk yards.  I'm sure you will find many.  Pull all the parts you need.

www.car-part.com is also a good source, but you need everything.

Many of the older models didn't have them. Only higher end models usually. Forester for example - early L models were not equipped while the S model was. 

You will likely need mounts and end links.

In that era you’d need as mentioned , a special edition or high end Legacy.

Our 94 Outdoor Sport edition wagon has that bar. As I can I will gladly take pics but I’ve used up my gallery here so send me a PM and I’ll try to get a pic to you of where and how it mounts up.

From your description there is no guarantee that a swaybar will fix your issue. It may improve it...but there may be more wrong than that.  If your tires are rubbing from body roll then a swaybar may do it. If it's from heavy loads in the rear or a combination of weight, tired springs, and tired struts it won't cure your issue. However, it's probably a good idea to get one under there anyway; it'll handle better in hard cornering. I'd bet you can pick one up with brackets from a parts yard for a reasonable price...or at least the brackets.
