It's a key case or key ring case.

Here is one on eBay with the chain part missing.

I have one that was for a 1986 GL.  I think they stopped making them with the Loyales.

Yeah , they seem to be related to the 80’s , mostly early 80’s. Funny to see these young folks digging out little treasures we’ve passed along years ago. Outside chance I might still have one around too. The outer material (Naugahyde ?) tends to get sticky if not kept in a healthy manner.

its for when you bought your vehicle new from the dealership, thats the box that they provided it for you to deliver your awesome keys to your awesome new vehicle.

got 2 of them, one is in poor shape and super sticky with the foam inside missing, and the second is in decent shape.

they stopped providing them with your new vehicle sometime in 1988, although a few 1989 got them if the dealership still had them in stock.

incorrect key with the box, thats the valet key, original yes, but does not belong in that box. cool find though, didn't think these boxes were still out there, thats why i've hanged on to mine. don't know how rare they are, i mean every subaru got them but im sure mostly all of them got lost or trashed.
