could he have installed the fuel filter backwards? they usually have "FLOW" with a direction on em, probably there for a reason

Without the cats you would probably pick up quite a few ponies considering there are restrictions such as the pipe getting smaller at the cat to about 1.5"

Sounds like the computer is having a hard time going into closed-loop.. Might check out the o2 sensor? Are you getting any codes?
